I’ve never understood why the emphasis isn’t on simply protecting people from financial ruin in the case of a major medical emergency instead of giving cheap office visits.

Yeah, preventive care is important, but people need to understand that doctor visits cost money and since your health is important, it’s worth spending money on. Budget a couple thousand a year to cover checkups and tests. You’ll either pay it to the government and insurance companies or you pay it to the doctor.

Leave insurance for surgery and disease treatment.

That’s how catastrophic plans with HSAs work. I have one of those plans, with a $10,000 deductible and an HSA I’ve built up to cover that deductible. I pay most of my small costs with the interest I earn from my HSA.

This is the exact type of plan that is needed to get the health insurance cost escalation under control. Unfortunately this is the exact type of plan that Obamacare will eliminate first as it’s not “responsible”, it doesn’t hold your hand for everything and requires the individual to be responsible rather than the piece of paper called an insurance policy.
