Does public charity produce an idle and dependant class of society?

A more recent example was an african who was asked how we could help his country- his answer “Stop sending us food”
It seems the free food puts the farmers ot of business and the next yeaqr the harvest and availability is worse.
Liberalism feels so good it hurts!(other people)
I recall one some country’s president saying the same thing about the used clothing from Goodwill. “There is no incentive to make clothing here. Making clothing here would create jobs and money to buy our own clothes.” Of course - he could always put a high tariff on it. But that would no doubt be unpopular.
Was it a memoire or a treatise?
Both. Part of it is reflecting on the welfare system that he saw while in Britain.
