Long form birth certificates are issued by hospitals and registered with the Hawaii DoH. The family keeps the long form and a copy is forwarded to the Registrar. I think that's the practice in all of the states .

Whatever Fukino or Chinoye viewed was probably just a line item entry on a computer and not a copy of the original Certificate of Birth. It's doubtful there was a rigorous search for the archived copy, a cursory record scan only.

All they said was that what they had in file was “in compliance with the laws of Hawaii” or some such. Total weaseling.
