because it appears that skimmers are different than huge oil tankers that can suck up the oil/water mixture in very large quantities then take it to shore to be processed.
The oil tankers could still be made to suck up the water, make the oil/water separation on board and dump the bottom water back into the Gulf. The bilge water will be oily, but much less so that the oil/water mix sucked on board.
