There are clerks offices on each island. Each island is its own county. Birth records on Maui went to that island’s office, where it would be “Accepted” by the registrar. It would then be “Filed” by the registrar in Honolulu where the main office is upon the arrival of the record there. It could take time to get from island to island, and this is the reason for the two different terms.

Of course there are but I got told a while back that wasn't the case so without actually paying a visit to them myself I try to leave it open ended.
