In short, every word the author wrote is a blatant lie.
It enables law enforcement officers who have already otherwise legally stopped or detained someone (on suspicion of commission of an actual violation of law) to also require proof of legal status IF during the course of the encounter the subject causes a reasonable suspicion (not just a hunch on behalf of the officer but a situation that meets specific criteria in the law of creating a legal suspicion) that the person is in the country illegally.
