I would suspect he never did either, by choice, by laziness or both, kept his "Barry Soetero" Indonesian passport to travel in his youth to visit his mother and friends in Pakistan because it was "cool", and is therefore a walking legal fraud who has perjured himself on every document he signed as "Barack Hussein Obama" since age 18 ... and by whatever means he used to get his first US passport after being elected to the US Senate
