I know there is another paper written by Emanuel in which is states something like you just mentioned . It’s about controlling births in the populations who can not afford to raise/care for the children. I wish I could find it but I can not remember what the title to the paper was. It was one he wrote when he was much younger. Basically forced abortions on the poor to save the government the cost of benefits. Ironically the people who support this the most are the ones who will be hurt by it the most.

My post is a bit more insideous because the poor don't have to pay for the health care of the child, society will. Therefore, society will construct a zero-sum system where the elderly have to make room for the newborn.

Not quite a "Logan's Run" society where everyone dies at 30, but what would society be like if you were matched to someone else, and your health care increases as theirs decreases? What if you have to wait in line to have a child, waiting for a society-slot to open up for you so that the health care cash flow remains constant?
