The Taliban didn't get formed until AFTER the Soviet Withdrawal and a couple of years of all out civil war in Afghanistan.

Given that Obama's mother was at least some sort of CIA asset in Indonesia, it is not unbelievable that the CIA picked him up for other purposes later on ~ kind of like a "summer job" with a really good rate of pay. Many federal agencies do this.
