It's still there, just not as easy to get to:

http://www.bunge.go.ke/parliament/

click on Hansard, then on 2010 in the pull down and it brings up a list. Select Weekly Plenary Hansard 24.03.10P (320.79 kB) & either open & save or save as.

This link takes you to the list directly as of right now. Don't know how long it will work.
