Personal self-defense against getting killed by randoms is probably the context given Romans 13 and 1 Peter 2:13.
Romans 13 says, “Everyone must submit himself to the governing authorities, for there is no authority except that which God has established. The authorities that exist have been established by God. 2Consequently, he who rebels against the authority is rebelling against what God has instituted, and those who do so will bring judgment on themselves.”

Don’t resist. Repent and believe.
Otherwise, Russia and China will see it as too monstrous opportunity NOT to attack. We will be toast.
That is my take on this also. JESUS wants us to be prepared for every possibility. Prayer is a big part but so is having your sword well maintained.
