My email a minute ago contained an alert to the Florida cases.

Some think that the West Nile Virus that has hit the U.S. for the past 10 or so years, came from Cuba.

The West Nile Virus has now spread around the world and still shows up in the ProMedMail.org reports from the World Health Organization.

The anthrax attacks in these buildings right here last fall under-
scored the dangers of such weapons to our country. We do not
know whether that is external or internal yet, but understand the
impact it could have. Looking back on those events, it shows the
need for us to be vigilant in uncovering and dismantling any facili-
ties that could produce such weapons if mass destruction were the
desire, or mass disruption were the desire of malicious states or
terrorist organizations.
Now, that is why I stand behind Under Secretary Bolton’s re-
marks, which are consistent with Mr. Ford’s, which says that Cuba
‘‘has at least a limited offensive biological research and develop-
ment effort,’’ and furthermore ‘‘that Cuba has provided dual-use
biotechnology to rogue states.’’ So it is certainly a fact, not fiction,
that Cuba has a capability to pursue biological weapons.
Now, Under Secretary Bolton is not the first government official
to have spoken publicly on this issue. On March 19, 2002, in testi-
mony before this very Foreign Relations Committee at a hearing
addressing the threat of chemical and biological weapons, our wit-
ness here, Assistant Secretary Ford, stated the United States be-
lieved that Cuba has at least a limited developmental offensive bio-
logical warfare research and development effort.
In fact, it was Assistant Secretary Ford’s words that Under Sec-
retary Bolton precisely echoed verbatim 2 months later at the Her-
itage Foundation, and these statements are clearly supported by
intelligence reporting that I have personally reviewed.
Now, throughout the past decade we have seen numerous reports
addressing Cuba’s bioweapons capability. It is a well known fact
that Cuba has one of the most advanced biotechnology and phar-
maceutical industries in the world, ranking near the top of the
World Health Organization’s list of countries with the most devel-
oped biological industries, lagging only behind the G–7.
The well-respected former Deputy Director of Biopreparat, Ken
Alibek, the Soviet Union’s biological weapons program, has ac-
knowledged that his institute trained Cubans in developing biologi-
cal weapons and agents. In his 1998 book ‘‘Biohazard,’’ Alibek re-
counts how his boss Major General Yuri Kalinin, head of the Soviet
bioweapons program, made several trips to Cuba to consult on var-
ious biotechnology programs.
That in itself does not prove it, but you see there is a cause for
concern, and that is of public record. Moreover, in the October issue
of ‘‘Nature Biotechnology Journal’’ Jose de la Fuente, the former
Director of Research and Development at Cuba’s premier Center
for Genetic Engineering and Biotechnology, reported that Cuba
sold technology to Iran that could—could—be used to produce bio-
logical weapons.
Now, Fidel Castro has himself very recently proclaimed, for ex-
ample, that Iran and Cuba, in cooperation with each other, could
bring America to its knees in asserting that we had weak leader-
ship in this country.
I am deeply troubled by the fact that several rogue states have
received technical assistance from Cuba, potentially—again poten-
tially—acquiring the technology and expertise to build biological
weapons. Cuba must adhere to its commitment under the Biologi-
cal Weapons Convention. Moreover, it must halt the transfer of

Muslim Terror Cleric in Yemen Cites RAND Report

In a fiery interview yesterday, the American-born Yemeni preacher linked to the suspects in the Fort Hood shootings and Christmas Day attempted airliner attack called on Muslim U.S. soldiers to kill their fellow servicemen.

Anwar al-Awlaki also revealed in the interview, made available by the by the Middle East media monitoring organization MEMRI, that he’s not too busy dodging drone attacks in Yemen to do some heavy reading of Washington think tank literature on the issue of moderate vs. radical Islam.

Another recent RAND report by terrorism analyst Brian Jenkins notes 46 publicly reported cases involving 125 individuals of domestic radicalization and recruitment to jihadist terrorism in the United States between September 11, 2001 and the end of 2009. But the report notes, 13 of those cases occurred in 2009, indicating ‘a marked increase in radicalization leading to criminal activity, up from an average of about four cases a year from 2002 to 2008. In 2009, there was also a marked increase in the number of individuals involved.’

Still, Jenkins told me in an interview today, the number of those in the United States recruited to jihadist terrorism since 9/11 – about 131 to date – remains fewer than the number of English language Al Qaeda-linked websites, which Jenkins says now numbers about 200.

FORT WORTH, Texas — A Texas man with no military experience tricked the Army into letting him enter a reserve unit as a noncommissioned officer earlier this year, a deception that placed an untrained soldier in a leadership position in a time of war, an Associated Press investigation has found.

This undated photo shows Jesse Bernard Johnston III, 26, wearing a Marine dress uniform with ribbons and medals even though records show he never served in the Marine Corps. An Associated Press investigation has found that, despite not having a military background, Johnston was able to join the Army Reserve in February and was given the rank of sergeant. Records show his only military experience was attending part of a 12-week Marine officer candidate course for college students in 2004. Because he didn’t complete the course, he didn’t become a Marine. The Army is now investigating the circumstances surrounding his enlistment and whether he was able to gain his rank based on a phony Marine record.

Hezbollah chief Hassan Nasrallah let fire an interesting threat in his speech to followers today. Given he has more credibility on the use of anti-ship missiles than say - even the United States - it is worth paying attention to.

“If you launch a new war on Lebanon, if you blockade our coastline, all military, civilian or commercial ships heading through the Mediterranean to occupied Palestine will be targetted by the Islamic resistance,” said Nasrallah in a speech transmitted via video link to thousands of supporters massed in Hezbollah’s stronghold in Beirut’s southern suburbs.

“Whether along the northern or southern Israeli shore, we can target ships, bomb them and hit them God willing,” he added, speaking on the occasion of the 10th anniversary of the withdrawal of Israeli troops from southern Lebanon after a 22-year occupation.

“When the world sees how these ships are destroyed, no one will dare go there (Israel),” he added. “And I am only speaking about the Mediterranean, I haven’t reached the Red Sea yet.”

If Hezbollah has been resupplied anti-ship missiles from Iran, which is the unspoken implication being made by this threat, then anti-access / area denial is no longer the threat of the future...

It has become the threat of the present.
