Call your local health Dept. If your neighbor has that many cats and they are coming into your yard, then maybe it can become a health hazard, especially if they are making that much of a mess that it takes you 2 hrs. to clean it up. I know our health dept. works with DFACS, and police dept. to condemn little old ladies homes who like to keep hundreds of cats in their homes.
