Actually, I’d call this ‘moderation’. They beat you, strip you, parade you around nude, and then lash you.

Actually its regress. Indonesia used to much more moderate society, but the Saudis have bankrolled mosques and schools all over that country based on Whabbist ultra conservative Islam. They bankroll conservative political parties as well.
