I've got one of the biggest gripes/accusations/condemnations of Islam and the terrorism that it produces of anyone here -- but -- I will say that there is no "nuclear policy" which is going to affect these Islamic terrorists who remain stateless and have "national pedigrees" from Europe and even from the United States, itself (as United States citizens). We're not going to nuke Europe (like England and/or France and/or Germany or Italy, or even nuke ourselves, when we find those terrorists come from there and from here, as we've seen already.)
It's not a "nuclear policy" that is going to stop them, it's going to take going after Islam and their "basis" for terrorism -- but unfortunately, I don't see that as happening.
It's Islam that is the problem ...
