Why any President, even an Anti-American one, would invite this is beyond me. His power would be diminished, and he'd be caught in the storm. Of course, a cynic might say that a major CBW or nuclear terrorist strike would provide a good excuse for emergency temporary suspension of elections, but that wouldn't go smoothly at all.

What will he do if a city or two is a smoking, glowing ruin and the dead reach the millions? Go to the UN? If he does the people will surge to the White House and demand action! The tanks will roll and General Petraius will become President with a military Junta. At this point in time, I don’t think I would object.
