His point was clear enough to me. We’re moving and incredibly large force with their families to an island that already has a lot of military based there. His question was a reasonable one. Is there room on the island.
I knew he was speaking metaphorically, so I’m surprised people are making a big deal out of this.
Now, if you want to make a big deal out of the fact that he sounds like he’s drunk, go for it. Either he’s got some serious health issues, or he’s drunk.

You are a total fool if you think he was speaking metaphorically. There is no metaphor for what he said. If he meant the Island would be over populated whey didn't he just say that? He plainly meant he thought the Island was going to tip over and capsize and that is EXACTLY what he said.
He didn't say it would "resemble a boat over loaded and capsizing" or anything remotely like that. His exact words, "it will become so populated that it will tip over and capsize" while showing the tipping and flopping over motion with his hands. He was serious and the admiral talking with him knew it, the look on his face was priceless.
