Democratic Congressman Hank Johnson is now trying to claim that he was speaking metaphorically when he said he feared Guam would "tip over and capsize" due to additional troops placed there.

Sure you were! It sure did not look or sound like it!

This guy has college degrees!... Remind me to avoid recommending "Clark College" or "Texas Southern University," to friends and relatives I care about. A jaw-dropping video. Just...amazing.

Still nope. None of those apply.

I never made a “tipping over” gesture about an island “capsizing” when I meant overwhelming the services.
And, frankly, using that as a euphemism for overwhelming the island's service wouldn't have occurred to me. (I'd have used “tsunami” or something like that.)

I supposed the closest I've ever seen that euphemism was the worry in WWII that Britain was going to sink under the load of men and material being transported there.

Face it. The guy ain't bright to start with and he was probably medicated out of his gourd. He shouldn't be in the House.
