It depends....you can purchase the Visa Gift Cards in the store (4.94 fee)....I do that some, but our school sells gift cards (to everywhere, including Visa ones) and they cost nothing....
The Visa ones can be registered online if you WANT to but they spend the same without putting your name to them....
Also, there are non-reloadable and reloadable ones...
So you can just pay cash for them fromt he grocery store...
Wal-mart has a new one (the Money Card) that you can have the have your check direct deposited to....
Not sure if that would be as traceable as a bank account...seems you could change it up so much keeping the feds from following you so closely if need be....
The department store gift cards are great because you can use them online at their websites....
I have talked to people who use gift cards for their budgeting...one family (a minister and his wife) got completely out of debt and got their finances in order doing that......kind of like Dave Ramsey’s using cash envelopes to budget thing.
