I am getting a vague idea that what if there was actually 20 million two or three person militia groups instead?

Too small to target and too many to track down.

A grass root public announcement by any patriotic citizen that they swear allegiance and are now declaring they are their own militia.

(Yes I know the Constitution has a passage of this very idea, but everyone ignores THAT piece of paper)
