It doesn’t say that explicitly, but muslims believe that insurance of any type is “haraam” (forbidden) because it is what they view as gambling. Therefore, muslims can claim exemption.

Correction: They "believe" it when it suits them. BTW, for mandatory car insurance the verdict is that it's haraam, but there's no sin on the individual because the state is forcing it (even though they could choose not to have a car and avoid it, but they get a sort of hardship exemption). Thus, this mandatory health insurance shouldn't be a problem.

So any Muslim caught gambling in Las Vegas should automatically be compelled to buy health insurance?
