Only a pollyanna - - could make such a trivial remark, when the overwhelming evidence of the past 14 months demonstrates that the Government has provided voluminous evidence that they are seeking an excuse to declare Marshal Law, and close off the legitimate elections and normal running of the government,. It's Martial Law, same word as in "Courts Martial".
But, IMHO, they would not actually declare it that blatantly. They'd just announce a series of "reasonable and prudent" measures, including suspension of Habeas Corpus, which is after all allowed under the Constitution "when in Cases of Rebellion or Invasion the public Safety may require it."
