It will work thusly: A tax will be placed on all firearms ans ammunition. If it is paid it will be raised until it is no longer able to be paid. At that time the atf, fbi, and the locals will raid the residences of said firearms owners, killing them and everyone there.
They'll quickly run out of 'tax collectors' in my area. They'll find that their pool of volunteers for such duty becomes vanishingly small rather more quickly than they expect.
