My favorite is Page 65 Sec 164 - REINSURANCE FOR RETIREES. It reimburses "employment-based health insurance plans" for expenses incurred by its members age 55 to 65.
How many people get to continue on their health insurance plan after they retire? For that fact, how many people get to retire at age 55? Well, the answer is UNION WORKERS! So the reinsurance self-directs toward helping union health care plans pay for all those early retirees. It specifically allows $10 Billion dollars for reinsurance and does not specify whether that can be renewed each year.
