How about this: a law that says that Illinois State Senators are presumed annual donors to those less fortunate, and their bank accounts can be assessed up to 80% upon request by anyone having a smaller income. They may freely opt out by signing up at an opt-out list each year.
Note this is for a very good cause and will help “spread the wealth around.”
