You are incorrect. The House MUST pass the Senate bill as-is and this must happen first.
Then, and only then, can they proceed with reconcilation. The reonciliation is simply the amendments the President is proposing.

at this point there is no Senate Bill.
There is going to be a new Senate Bill that the Senate Won’t vote on until passage is assured in the Senate.
That Bill will be voted on in the house and then in the Senate without ammendments.
