It does have such an entrenchment provision. But, the Supreme Court has already indicated such provisions aren't enforceable. See US v. Winstar (sp?), 1996 or 1995.

Wouldn’t it take a long time for anything in this bill to reach the Supreme Court, since it does not contain a provision for expedited judicial review? Enough time for the system to be set up and become entrenched? I tend to think we should not be bamboozled into depending on the Court, for this reason.

I did not think that it would be constitutional, but why would Congress put something in a Bill that was unconstitutional? It does not make any sense to me.
