Going through the naturalization process is more costly, both in terms of money and time. Far easier (& cheaper) for her to take advantage of the very loose law's of Hawaii Law 57.

I doubt it. Do you have a link to back that up?

It would have required her to commit a felony. No sane person is going to commmit a felony to obtain something that could be otherwise gotten legally.
