Not sure if this was ever posted to FR. I’ll admit to not being able to keep up with all threads.

In 1952, President Truman vetoed the McCarran-Walter Act, which passed despite Truman’s veto.

Here’s a copy of Truman’s commentary on the veto:
http://freepages.genealogy.rootsweb.ancestry.com/~splatsresearch/images/Truman%20Veto%201952.jpg

Under the heading “Alien Births Mentioned” Trumans says:

“Native-born American citizens who are dual nationals would be subjected to loss of citizenship on grounds not applicable to other native-born American citizens. This distinction is a slap at millions of Americans whose fathers were of alien birth.”

**********

As an admitted dual national native-born American citizen whose father was of alien birth, Barry’s status (and mine) is differentiated from other true native-borns or in other words natural born citizens. Under INA 1952, in effect at the time for both Barry and myself - we could potentially have lost citizenship.

Are we the same then as natural born citizens?

Nope, we’re not.

Good find. It’s been a while on these threads since the McCarran-Walter Act has come up.

You may find this interesting, too.

Doing some deep research into our Founders’ intent, I came across what is likely the FIRST proposed Amendment meant to modify the "Natural-born Citizen" requirement under the Constitution, just three years after the Naturalization Act of 1795.

Unlike very recent proposed Amendments which have attempted to water down the "Natural-born Citizen" requirement for the office of President, the first proposal sought to EXTEND it!

First Constitutional Amendment in 1798 to Amend the President Natural-born Citizen requirement

I saw you looking for Section III of that act, and that it was hard to find. I take it you found it.

This is brilliant work Velveeta!
