Unless those "non-domiciled resident aliens" are foreign diplomats or an occupying army, you could not possibly be more wrong. What you have just written is again just another obsequious sacrifice of our national sovereignty to foreigners.

Why not just wave a Union Jack and start singing "God save the Queen" Syc? After all, you are doing here what Founders refused... surrendered our national sovereignty to the Brits.
