Because pretty much every common law precedent known to man precludes a person not born in a country and having no parents who are citizens of that country from being considered a “native born citizen,” for reasons really too obvious to spell out.

Because people who move here and become citizens are naturalized citizens, not natural born citizens. Or are you not familiar with the difference between the two?
