There is no law against owning a non-armed (empty) rocket launcher. From my reading of the article, this was just the tube launcher & no rocket.
Just a tube that could be used for training? Or maybe he has the rocket being modified? Or maybe the rocket was already shot at a target and missed? There's nothing to see here folks,... move along!
