Woods and Obama are partially black, but we are required to think of them as fully black. So, why isn’t that racist?

Why is a person who is 50% black and 50% white automatically considered "black" --- to the point that we are required to think of him as "black"?
Somewhere in one of his books Obama talks about decided to choose the black identity. That's one time he was honest. Race, in this day or interraciality, is nothing more than a political/cultural/social construct --- and a voluntary one at that. No matter what your skin color, there are some blacks that won't consider you "black" unless you act/talk/vote a certain way.
