I could be wrong, but I don't remember them having pictures of the bad sites. I thought they came from Anthony (?) Watt's research into the stations' quality and proper location.
I thought that what the government hid for a while was the list of locations of all of the measurement stations "to protect the privacy" of the owners of where they were sited, because there was beginning to be an organized effort to evaluate every weather station in the country.
