Ever had your fingerprints taken? They use a kit with a roller and pad at a minimum and sometimes a frame to hold the paper. For babies a specially baby-sized kit was doubtless used when this was widely popular for official birth certificates, which it was.
Your recent experience doesn't apply to UK trained hospital practice in Kenya in 1961.
Folks on blogs have provided samples of numerous official hospital BCs with footprints. This was mandated in some places until around 1980 when an AAP study found that only a small percentage were useful for identification.

Infant foot printing is very common at hospitals, especialy in the 60s, 70s, 80s, 90s.
For decades, the FBI has advocated using infant footprints for identification purposes, encouraging hospitals to learn proper techniques. As early as 1966,(5) the FBI provided guidelines, procedures, and recommendations concerning why and how hospital personnel should obtain the footprints of newborns. The procedures remain largely unchanged today. In fact, inkless methods now available make obtaining footprints even easier.
If infant prints prove technically inadequate for identification purposes, it does not mean the method itself is unsound. Rather, hospital personnel lack the necessary skills and knowledge to carry out the printing process consistently and accurately. Hospitals must ensure their delivery room personnel receive proper training so that they obtain legible and identifiable prints.

Sure, Dr. Orly makes mistakes. We all do. But Dr. Orly is no dummy. How many of us could go to a foreign country, learn 5 languages, establish a successful dental practice, a successful real estate business AND pass the California state bar- one of the hardest in the U.S. to pass?
She may be a mail order attorney and not a Harvard lawyer, but she IS an attorney with all the rights and privilages of a Harvard lawyer nevertheless!
The point is; she has the passion, the zeal, the courage of her convictions and the love of America and its freedoms (unlike many of our great attorneys and patriots who criticize her) that will not let her give up!

The story at the link you provided is dated March 3, 2009 which is just two weeks after the Lucas document. The news story describes an acute financial crisis at the hospital due to a severe budget cut and an actual cut off of hospital funds from the Kenya government for three months prior to March 2. On March 2, vendors stampeded the hospital prompting the Standard to have a reporter write up the story.
You refered to questions asked of Dr Othigo, yet the story says that Dr. Othigo “refused to comment” and referred questions to another doctor who isn't available. Why would a Chief Administrator still in charge refer a news reporter to a subordinate on a politically sensitive story?
It is quite possible that Dr. Othigo had already transitioned the top position over to Dr Maganga months earlier in the crisis, which would explain why Dr Othigo wouldn't comment, i.e. she no longer had the authority.
The reporter who wrote the story might have just looked up outdated news or telephone directory information as to who was running the hospital when he/she called to get the story and saw Dr. Othigo’s name listed. Dr. Maganga, the new Chief Administrator, might have been out of the hospital at the time, so Dr. Othigo made a referral to a different doctor.
The reporter may also have failed to get any comment from the hospital and just made up the run-around between Dr Othigo and the other Doctor (conveniently resulting in no comment) just to satisfy the editor.
I would call this story in the Kenya Standard interesting and raising some questions, but hardly “evidence” or “proof” that Lucas Smith's document is a forgery.

Whether Othigo was previously CA is not an issue, so your eight references prior to Feb 19 don't refute Lucas Smith's document.
Your March 26, 2009 Standard story is the same story I incorrectly said was from March 3, but my comments still apply. The reporter said Othigo “refused to comment” after vendors “stormed the hospital”. I find this to be not credible.
The reporter from the Standard could have dialed up the hospital not knowing of the change in CA, gotten a secretary, asked the question and the secretary reports “no comment” without even specifying which CA (Othiga or Maganga) said “no comment” if in fact either of them did.
It is entirely possible Othiga was either not actually reached by the reporter or was no longer CA and couldn't comment and the reporter assumed she was still CA when she had been replaced by Maganga.
Your second story dated February 27, 2009 is also puzzling in the same way. Once again, a crisis is overwhelming Kenya hospitals prompting reporters to call the hospital. The crisis in funding due to reduction and even temporary cutoff of government funds to hospitals has become a national scandal, yet in this Daily Nation story Othigo’s comment is reported to be “she is not aware of the drug shortage.”
How is it possible that Othigo is not aware of this crisis? If she weren't CA and hadn't been for several months, that would explain it. She may have simply been too proud to admit to the reporter that she wasn't CA and Maganga was.
This smells of a political hospital fiasco in Kenya with Othigo being removed at the beginning of the crisis in January 2009 and Maganga trying to make due and provide political cover to the new Kenya administration while operating under severe hospital budget cuts. These cuts precipitated an outbreak of cholera in June 2009 at the hospital!
These stories prove that the CA post transitioned from Othiga to Maganga and that there was total chaos in the Kenya hospital system at the time due to slashed budgets.
The “no comment” and “was not aware” comments attributed to Othiga do not prove that she was still CA at the time of the stories and allow for Maganga to have taken over earlier and the reporters to simply not have been accurate or aware of it. Reporters screw things up and make things up all the time!
“Before and after” were to illustrate that Othigo was CPGH Chief Administrator for quite a while anticipating possible birther reaction about her being a temporary figure.
The rest you say is pure speculation.

On April 13th Othigo is still Chief Admin. Lucas’ misspelled Maganga stamp is Feb 19th.

Maybe it took that long for the new Mombassa phone book to come out listing Maganga as CA and for reporters to stop calling the wrong person (the former CA Othigo) to get dismissive comments? Failure to appear in a hectoring local news story before June 2009 does not mean that June 2009 is when Dr. Maganga transitioned in as CA.
I did a search on Othigo yesterday and the story you just posted didn't come up, yet today when I search Othigo it is there. You apparently did a search, too and didn't post it with your other eight stories from before Feb 2009. Is somebody hacking the Kenya newspaper stories to add stories after Feb 2009? Looks suspicious to me. I could be mistaken.
You don't have to look past the Sept. 21, 2008 story about Chief Administrator Othigo in The Nation to understand why very shortly after the story a new CA would be appointed.
This is a political position as well as a medical one and I suspect that the new Kenya president who beat Obama’s cousin would want better stories coming out of the top public hospital in Mombassa ASAP. Othigo could well have been eased out and been replaced by Dr. Maganga soon after this news story, but stayed on for a bit during the transition. Just look at the horrific story about Dr. Othigo below, in addition to all the other insensitive, dismissive comments attributed to her in other stories and you know her time was up. Dr. Othigo may have been too well connected to fire outright and might have been able to retain use of her title for a while.

Three hours after arriving at Coast Provincial General Hospital with his two-year-old niece who had a broken arm, Mr Johnson Kazungu was still waiting for help.
Despite the evident pain the child was having, the two endured the chilly night waiting for a doctor to attend to their emergency.
But it appeared no one was available for the night shift.
Finally, at 10pm, a doctor arrived, only to take one look at the patient and declare that the case could wait until morning. This forced Mr Kazungu to give Sh1,000 as a bribe for immediate service.

This was in addition to the normal Sh300 X-ray charges and Sh100 registration fees. It was unbelievable, but all I wanted was for her to stop crying, said Mr Kazungu.
According to the distraught uncle, what kept them waiting was the belief that the general hospital had the best doctors for burns and broken limbs.
But people like Mr Kazungu may not be prepared for another reality at the health institution. Besides the occasional case of doctors asking bribes before attending to patients, the hospital is also a haven for con men offering services to desperate people who do not want to queue.
Hospital administrators say patients are squarely to blame in their bid to get speedy services.
The hospital corridors have a variety of people out to make quick cash from unsuspecting patients. Some act as lawyers, others as doctors and the more they are entertained the more they live on, said Dr Jennifer Othigo, the hospitals chief administrator.
As she responded to our queries, the administrator said she was handling a case in which a patient was swindled but could not remember the person she paid to get treatment.
There are so many people hovering within hospital premises masquerading as doctors and nurses. We are asking patients to follow the procedure to ensure they do not lose their money to con men, said Dr Othigo.
She said that all staff had been warned against reporting late and leaving early during their working hours.
Dr Othigo urged the Government to give incentives to the staff to boost morale.
Despite having a shortage of staff, the administration has ensured that the hospital operates around the clock because it is the only referral hospital in the region. Most of our staff are being overstretched and they complain that they are working more than what they earn, said Dr Othigo.
