What ever led you to believe that Cheney was a limited government type conservative? He may be a hawk but that does not qualify one as a limited government conservative.
There are plenty of folks in North Korea for example that are very hawkish on national security, however that does not make them limited government type conservatives.
He’s also not a social conservative - at least not in the area of gay marriage because of his lesbian daughter ...
