I wasn’t referring to standing. I was referring to the court where Quo Warrento must be brought. It can only be heard in one specific court. In DC itself.

Sure. But some people think the only remedy is via Quo Warranto. It isn’t. Anyone can challenge a wrong against the text of the Constitution.
