I am not an attorney either; my understanding is that an entity must have “standing” to sue; for example, any citizen cannot sue bambi because they cannot show actual harm. But,Alan Keyes can sue: he was running for president and can pointedly show that he was damaged by someone who may be ineligible.

Also, the federal government, in some instances, has to agree, in advance, to be sued by a party.

Any attorneys out there that can set me straight if I am incorrect in my interpretations?
