Isn't a bill of attainder only relevant to a specific person? For example, a bill against Oprah Winfrey alone is illegal, but a law against all bank executives theoretically isn't. ObamaCare Jokes Obama Jokes

No. A Bill of Attainder is a fine imposed by a legislator without due process. Fines MUST be accessed by the Judicial branch.
