Sorry, I thought it was 2/3 but an insurmountable task in any case. Elsewhere I replied to a post about the possibilities of a Dem majority on SCOTUS and how they can ‘amend’ the Constitution by interpretation. I.e., finding an inarticulated “right” within a penumbra.

Sorry, I thought it was 2/3 but an insurmountable task in any case.

It requires 2/3rd of both the House and the Senate to submit an amendment for ratification.

2/3rd of the state legislatures can make a call for a Constitutional convention, but any proposals still have to be ratified by 3/4th of the states.
