Not only does the Constitution establish checks and balances within the federal government

It also throws the whole idea into the crapper with three tragic phrases---"interstate commerce", "general welfare", and "necessary and proper." But, hey, they tried. They should have listened to George Mason and Patrick Henry, but give em an A for effort.

Hmm. Perhaps the former. Who should have had much more input in the preparation and writing of that document was at the time serving as ambassador in France.
