"I’m trying to remember which pundit it was that quotes the two over 8 years each." There's been plenty of them. I have heard several describe Bush and Clinton as each giving a speech to a joint session, clearly not realizing that the State of the Union addresses are given to joint sessions as well.

I can easily see not counting State of the Union as those are regular events. As opposed to special convening of Joint Sessions.
How many total? Do you know?
