It occurs to me that it could be possible that Officer Cheeks is a Freeper and he was just lamenting the current state of affairs. It also occurs to me that Officer Cheeks could believe that "it is no longer America" is a GOOD thing and hence would represent one of the first identified targets in the "large civilian national police force we need to meet our security goals". If he is a freeper somebody b-mail him and tell him he better get his ass on the thread quick.
