I don't think that Sarah Palin was referring to the “End of Life” counselors as “Death Panels”. Rather she was addressing the gov. groups that would decide if a person's life was worth saving, based on their ability to contribute to society. I think the left has deliberately twisted her words to deflect attention from the far more onerous provisions of the bill. If I am not mistaken these “death panels” were established in a hidden part of the stimulus bill.

Unfortunately, Palin’s PR woman referred Jake Tapper to the end-of-life counseling provision in the bill when he specifically asked her about the ‘death panels’. That was a big error that got the media on the wrong track.
