The test to put all these tales to would be the classic “who benefits?”

Invoking an icon of the Civil Rights era such as Rosa Parks with a photo, and tearing it up in a highly public manner, benefits who?

Certainly not those opposed to government control of health care.

It benefits those who want to paint all opposition of government health care as racist.

So, if indeed this actually happened, even a cursory amount of research will reveal a deliberate attempt at provocation, by those in favor of government health care. Of that, I am certain.

I saw the video. A person went up to a lady and grabbed a sign that she had. She was sitting down. She jumped up, and started yelling. The security took the two of them away in seperate directions. I do not know if the picture was of Rosa Parks. Although I do not know what Rosa Parks and the Health Care town hall meetings have in commen. It does sound like someone is trying to rally one group against another by saying it was a picture of Rosa Parks.
