I thought Steny Hoyer’s constituents were in Maryland. What am I missing here?

Indeed he is from Maryland. The clip lists the conference as taking place in Utica, however. I’ll look into why that is.

Or maybe he and Pelousi played “rock paper scissors” over who got to flog the wavering Congressmen’s districts during vacation break- and Steny won
