You cant legislate morality. Sure you can. All legislation is legislating morality (positive), and so is the lack of legislation (negative). Usually, people who make your statement merely say it because they don't want to see one particular kind of morality legislated. But the statement is prima facie ridiculous.

BTW as teaching of morality has declined the number of laws attempting to counter the lack of morals have increased dramatically. So while your slogan is catchy it is not factual.

I read this interesting paper in which a Dr. (of something, can’t remember) stated that he believed all of the overt sexuality that is foisted upon the Western world is to basically keep as many as males as possible driven by their hormones like a group of adolescent boys. He said it makes them easier to control.

I think when they say you cannot legislate morality they are talking about vices (gambling, prostitution, drugs, etc.) versus things that harm others (like murder, rape, etc.)
Luckily this article does not propose a government solution, but rather salvation through God.

You can indeed pass laws which attempt to regulate ~behavior~, but you’ll nevere legislate morality.
Take drugs for instance. We sure passed laws against them, but did they stop people from doing them?
How about moonshiners, prostitutes, etc.?

I was taking the meaning the way it is usually meant when someone makes the statement you did - which is that, for some reason, it's illegitimate to pass laws against various types of vices. If that's not how you meant it, then I retract my criticism.

I think when they say you cannot legislate morality they are talking about vices (gambling, prostitution, drugs, etc.) versus things that harm others (like murder, rape, etc.) Perhaps so, though I would take issue with the notion that the vices don't harm other people. Personally, I think the term "victimless crime" is a nonsensical, though I think most issues should be evaluated on a case-by-case basis to examine the damage they do to society. When a certain type of behaviour does damage to society, then it by definition does harm to other people.

I think it comes with time and progress. The more time we have for recreation, the more different means of recreation will develop. if we could just go back to the old days, before electricity was developed, we’d be a lot more busy just trying to stay alive, and wouldn’t have time for all this sex stuff.
