Here is video from the Asian Federated Press which gives a rare look inside a Chinese Army Training Base. The People's Liberation Army (PLA) has been one of the most secretive in the world. But they now seem to be trying to launch a PR campaign to show their "openness." Allowing this report is one of their methods. The Chinese Army reportedly has 2.3 million members.
In the report, a commander says the Chinese Army has only "defensive plans," and would never be used offensively. I'm sure China's neighbors will be relieved to know that! . . . . . (Watch Video)

If you consider Tibet and Taiwan part of China then this is probably a true statement.
Why is there a sniper on a Segway?
Chinese Army has only “defensive plans,” and would never be used offensively.................................. Their offensive plan is to surrender 10,000,000 troops a day until the enemy is over whelmed with prisoners.
Not too sure I would want to carry such a small submachine gun. What does the guy in the background have? A dart gun or crossbow? Having ridden a Segway, it seems more of a battlefield hindrance than an aid.
LOL! Not likely if they only have 2.3 million in the PLA. Although, I’m sure one day they would love to afford a military of significant size. Keep in mind the PLA includes the Army, Air Force and Navy.
Training in the Chinese military has about the same reputation as the Russian military so for many, it is definitely not an option. Since neither China nor Russia have a draft, most civilians like to stay as far away as possible from military service.
I was hoping to see them brachiating on monkey bars in black jammies like the al qaida guys.
You're not getting it. It LOOKS COOL. Come on...get with the program.
