The Russians are frightened to death of this prospect. At least now, with the Draft, they can get Ethnic Russians in the Army at greater numbers than they would otherwise.

What are you talking about? There are 142 million people in Russia, out of which only 15 million muslims.

No it won't. Population decline in Russia has been stoped under Putin's rule, but more importantly, Russia has existed for centuries and centuries besides Chinese, muslims and other nations and is used to be heavily outnumbered. It seems to me that people on this board are projecting their own fears onto Russia.
