Oh, it goes back a little further than that, to the real-life Perdicaris incident of 1904 where President Teddy Roosevelt stated "Perdicaris alive or Raisuli dead".

Actually, I believe it is contemporary version of what was said to the Barbary pirates, “Perdicarius alive or Rasuli dead.”
